These encampments have been reported over and over again at lake merritt, have they ever been cleaned up? Come on Oakland, start making solutions and rules. Why are the homeless allowed to set up wherever they want? Stop with the excuses. The lake is the only nice place in this city and if nothings done the homeless will take over. They don't care.
